Ingredients:
¼ cup butter
¼ cup whole wheat flour
1 ⅔ cups water, divided
1 ½ teaspoons cornstarch

½ teaspoon ground thyme
1/2 teaspoon dried rosemary
¾ cup shredded Swiss cheese
¾ cup shredded Swiss Gruyere cheese
3 medium potatoes, peeled and thinly sliced
2 scallions, finely chopped
1 clove garlic, minced
Directions:
Melt butter in a saucepan over medium-low heat. Let simmer for 1 minute. Add flour, 1 tablespoon at a time, whisking constantly until completely incorporated, 5 to 8 minutes. Add 1 cup water slowly and whisking constantly to avoid clumping. Remove from heat.
